What is a Framework?
The Procurement Act 2023 (the Act) defines a framework as a “contract between a contracting authority and one or more suppliers that provides for the future award of contracts by a contracting authority to the supplier or suppliers”.
NEUTAPS is a single supplier Framework. A Direct Award Contract may be awarded under this Framework without further competition in accordance with section 45(4)(a) of the Act.
Please note this Framework is closed and not open to new suppliers during its term.
However, the Supply Chain is open to all suppliers. Suppliers can register here to become part of the Neutral Vendors supply chain.

Who can use the Framework?
This framework is open to all public sector bodies throughout all administrative regions of the UK (as defined by the Procurement Act 2023) as detailed in the Contract Notice.
This Framework can be used by but is not limited to Government Departments and their Agencies, Non-Departmental Public Bodies, Central Government, NHS Bodies, Local Authorities, Emergency Services, Coastguard Emergency Services, Educational Establishments, Registered Social Landlords and Registered Charities who have a need to purchase the above services (including any successor in the exercise of their statutory or public functions). Other public bodies exercising their functions in, or in relation to the UK but not specifically referred to above may also use this Framework. The Framework may also be used by non-Public Sector organisations to comply with conditions associated with the use of public funds for those specific projects (including but not limited to Section 106). Should I register on the website?
The logged in area of the website is for Customer use only. Customers should register on the website to access the full User Guide and obtain unique call off codes via this Registration Link

Is there a joining fee to use the framework?
No, the Framework is free to use.
The Framework recovers a small percentage rebate of 0.45% from the Framework Contractor to cover administration and management costs.

Can I Direct Award?
As a Single Supplier Framework, a Direct Award Contract may be awarded under this Framework without further competition in accordance with section 45(4)(a) of the Procurement Act 2023.

How does the Call Off work?
The Framework offers a Neutral vendor managed service solution.
A Customer can direct award to our Framework Partner (the neutral vendor) and will enter into a call off contract between the parties.
The neutral vendor will then support the Customer by providing an unbiased, high quality managed service provision in the delivery of projects through the appointment of technical and professionals service providers.
The Framework contractual arrangement remains between the Customer and Neutral Vendor, who then contracts the approved provider on behalf of the Customer.

Can you use the Framework for funded projects?
The Framework offers a Procurement Act 2023 compliant end‑to‑end route to market, for technical and professional services. The Framework Team can provide documentation in order to support your request for funding.

What forms of Contract can I use?
The Framework offers a variety of forms of Call Off Contract that can be used:
1. Neutral Vendor Managed Service Form of Contract - Call Off Terms and Conditions (Default)
2. NEC4 Professional Service Contract - Call Off Terms and Conditions
3. Consultant Appointment – Call Off Terms and Conditions

What are the Neutral Vendor charges?
Within the full user guide, managed service fees are detailed, broken down into service type (transactional or complex) and project value bands. The fees are fully transparent across the supply chain and represent maximum rates which cannot be exceeded.

Is the Framework available for smaller commissions? Eg < £10k
There are no minimum or maximum call off requirements.
A Customer can select a call off option that suits their needs:
i. a one-off basis for each requirement (one or multiple projects as specified)
or;
ii. a contract for a specified period, embedded in part (or all) of their organisation, utilising the services as and when they are required (i.e. for multiple related or unrelated projects).
Customers may undertake multiple call offs if preferred.

When is the start and expiry date of the Framework?
The NEUTAPS framework commenced on 1st June 2026 for a period of 4 years to 31st May 2030.

What scoring methodology was used?
The Framework was evaluated based on the Most Advantageous Tender (MAT). Bids were assessed using a weighted scoring methodology that considered quality, price and social value, with each criterion evaluated in accordance with the tender documentation.

Who is responsible for requesting the unique NEUTAPS code for each framework call off? Customer or Neutral Vendor?
The Customer must obtain a unique NEUTAPS call off code by completing an order form on the website.

What happens if you do not receive a unique code?
Email the team on [email protected] and we can assist. The NEUTAPS unique reference number will be actioned within one working day but normally sooner, so should not result in any delay.
Please note it is a mandatory requirement and failure to obtain a code will make the call off non-compliant with the framework.
