Welcome to the NEUTAPS Framework - a Neutral Vendor Managed Service Framework for Technical and Professional Services.

Established by the public sector, for the public sector; neutaps offers a quick and easy Procurement Act 2023 compliant, end‑to‑end route to market. Our Framework Partner (Neutral Vendor) provides an intermediary service, supporting compliant procurement and efficient sourcing of professional and technical consultancy services across wide range of disciplines. They will expertly guide and advise Customers, with the Customer remaining the overall decision maker. Through an extensive supply chain, which is actively managed and pre-vetted, the Neutral Vendor will support Customers in finding the right solution for their requirements

The framework provides simple, flexible and transparent access to a vast and diverse range of pre-vetted providers through the neutral vendors supply chain. The neutral vendor managed service model opens the market, removing traditional barriers of procurement and allows direct access to a broad range of professional services or consultancy providers, across diverse specialisms.

As a single supplier Framework, Customers can appoint the Neutral Vendor without further competition (direct award).

Neutaps aims to maximise the Public Sector’s buying power and also ensure each £ spent enables regeneration and growth, enabling the delivery of social value and community benefits at both a local and national level.

The framework is open to all contracting authorities throughout all administrative regions of the UK (as defined by the Procurement Act 2023) including but not limited to: Central Government Departments and their Arm's Length Bodies and Agencies, Non-Departmental Public Bodies, NHS Bodies and Local Authorities, including any successor to any of them in the exercise of their statutory or public functions.
